Rosco building, The Square. C M Ross Company Ltd (Roscos) built these new premises in 1927 – 1928, replacing three former buildings on the site. Founded by Charles Mackintosh Ross in 1882, C M Ross Co Ltd moved to this site in The Square in 1883, selling drapery, clothing and furnishings. Roscos continued operations until 1959 when the business was sold to Milne and Choyce. it was later onsold to the DIC and then Arthur Barnetts. In 1991 it ceased business as a department store and was bought by the Palmerston North City Council. It was converted into the City Library, opening in 1996. Plaque Outlining the History of the CM Ross Building Plaque outlining history of the building. Description reads as follows: "This building stands on the site of the first general store in Palmerston North, erected in 1871 by George Mathew Snelson. The site was later occupied by the "Bon Marche" drapery business owned by Charles Mackintosh Ross. The present building was erected in 1927 by the C.M. Ross Co. Ltd and functioned as a department store under the trade name of "Rosco". Later owners of the business were Milne and Choyce (Palmerston North) Ltd (1959 - 1966), The D.I.C. Ltd (1966-1989) and Arthur Barnett Ltd (1989 - 1991). The Property was purchased by the Palmerston North City Council in 1992 for redevelopment as the city library."
