Lifting families’ incomes | On 27 May 2004 the Minister of Social Development announced a number of tax-benefit reforms (collectively known as Working for Families), to be phased in by 1 April 2007 (Nolan, 2005). Lessons for welfare reform from the United Kingdom | Welfare reform is high on the political agenda in both New Zealand and the United Kingdom. In New Zealand an independent welfare working group has released its final report and the prime minister, John Key, signalled that the government would consider its findings. In the United Kingdom the secretary of state for work and pensions, Iain Duncan Smith, has outlined plans to radically reduce the cost and complexity of working-aged benefits and to increase the involvement of the private sector in the delivery of services. This article compares welfare reform in New Zealand and the UK. Such a comparison is of interest given the similar social policy traditions in the two countries and similarities and differences in the approaches taken to their welfare reforms. Fiscal consolidation and transforming government in the United Kingdom | In August 2010 the Economist magazine featured on its front cover a mocked-up photo of the United Kingdom’s new prime minister, David Cameron, sporting a punk rock-style Union Jack mohawk. This reflected the promise of a new, radical approach to fiscal policy. As the Economist (2010) noted: ‘Britain has embarked on a great gamble. Sooner or later, many other rich-world countries will have to take it too.’ This article looks at the United Kingdom’s recent experiment with fiscal consolidation. It puts this consolidation into its historical and international context and assesses its strengths and weaknesses. It shows that over its first three years the Coalition government failed to create a fiscal policy framework that holds spending on a lower track. Lifting New Zealand’s productivity: a research agenda | Sebastian Edwards (2013) wrote that when it comes to the economy New Zealand appears to exhibit ‘Woody Allen syndrome’. In most of Allen’s movies, he observed, the main character is leading what appears to be a charmed life (‘interesting friends, a nice apartment, and a well-paying job’) but he still worries a lot. Measuring Productivity in the Health Sector | Over the next few decades governments will increasingly need to balance the new and growing demands facing the health system with a tighter fiscal outlook. The best way to protect standards while responding to these pressures will be to lift productivity. This article draws on a recent New Zealand Productivity Commission inquiry into state sector productivity and discusses the implications of this work for the health sector. It begins by highlighting the importance of health sector productivity, particularly given the fiscal outlook. The Tax-benefit Interface | This article discusses the interaction of the tax and benefit systems (the tax–benefit interface).
